Understanding the SCIP Database

SCIP — the Substances of Concern In articles as such or in complex objects (Products) database — was established under the EU Waste Framework Directive (WFD) to promote transparency about hazardous substances in products.
Managed by the European Chemicals Agency (ECHA), SCIP requires companies to submit information on articles containing SVHCs (Substances of Very High Concern) above a concentration of 0.1% weight by weight (w/w).
The goal of SCIP is to ensure that this information is available to waste operators, consumers, and regulators, supporting safer recycling and a more circular economy.
EU Producers and Assemblers
Companies that manufacture or assemble articles within the European Union must determine whether their products contain any Substances of Very High Concern (SVHCs) above the 0.1% weight-by-weight threshold.

Organizations importing articles from outside the EU are equally responsible for SCIP submissions. Importers must collect and validate chemical composition data from non-EU suppliers and ensure accurate, up-to-date information is provided to ECHA.
Distributors and Retailers
Distributors and retailers placing articles on the EU market are required to ensure that their upstream suppliers have fulfilled SCIP obligations. If they alter or rebrand a product, or import it directly, they may become legally responsible for submitting their own SCIP notification.
Non-EU Manufacturers
While companies located outside the EU cannot submit directly to the SCIP database, they play a key role in compliance. Non-EU manufacturers must provide all necessary data — such as SVHC presence, article composition, and safe-use information — to their EU importers or customers, enabling them to complete the submission process efficiently.
